Why isn’t this DNS filtering default done by the ISP?

A lot of people view this as censorship. Once upon a time, people thought that spam filtering was dangerous because censoring email was evil, and so forth. Today, I don’t think there’s anybody who uses email that doesn’t use such filtering mechanisms. Likewise, I don’t think anybody should be using DNS without having filtering mechanisms.
